			so... isnt it up to addup the policys of an alliance? as its part of the alliance how they function or not. like you said nos aswell for legion does gall defense cell doesnt.
			but i had the idea for that round that ely defense was notable compared to other alliances. though this cannot be said for example in round 5 where ely couldnt manage their success anymore at that level. and thats where other alliances maybe changed their policy

In botch cases the alliances are remembered for something they did. The first due deeds. Because of this they could even make stronger galls in the top 100 who were partly Elysium. but also because of this they would attract more members due their notable honour in defense and huge numbers of ships they had spare that they even could defend non-members.
