A '''Minister of development''' (or MoD) is a position in the [[galaxy]], chosen by the [[galaxy commander]]. The MoD has control over the [[galaxy fund]]. He can set limits on which resources may be traded, [[donating|donate]] resources to planets below the average score of the galaxy and trade resources in the fund on the open market (at a 10% exchange rate).
