P can be seen in registered channels on NetGamers IRC. Put simply, it is a bot which will reserve the channel, and can be used to perform tasks such as setting Ops, inviting people to the channel, etc.
If a channel owner remains inactive for too long, the channel will be deleted from the NetGamers registry, and can be claimed by other users. A thirty day warning is usually given if this is to happen.
