Minister of development

a MOD is the Minister of Development. This person gets choosen over by the Galaxy Commander. The MOD decides who gets what part of the gallaxy fund aswell how much tax will be raised. Certain gallaxys decide to 'tax' their roids so they can gather resources for the gallaxy fund. Often a very importent though disregarded aspect of the MOD is who gets the Eonium as this resource gets rare in later stage of the round
