IRC clients are programs which interpret the IRC Protocol into something more human readable. If you want to get on IRC downloading one is strongly advised.
Some common IRC clients are:

Once you've got an IRC client you'll need to connect to IRC with it. Planetarion uses the NetGamers IRC network, so it's probably best to connect there first, although many alliances run their own private networks.
