A Minister of Development (or MoD) is a position in the galaxy, chosen by the Galaxy Commander. The MoD has control over the galaxy fund. He can set limits on which resources may be traded, donate resources to planets below the average score of the galaxy and trade resources in the fund on the open market (at a 10% exchange rate).
