As it sounds. While two alliances engaged in a NAP were not allies, they were obliged not to attack each other. Round 2 was notable for its profusion of NAP's which tied the largest alliances in the universe into a situation of extreme stalemate and boredom. This was broken with the outbreak of the Fury/Legion/BlueTuba war, and the subsequent folding of Concordium.
