Galaxy commander

The galaxy commander (or GC) is the leader of a galaxy. He is responsible for initiating forced exiles, appointing ministers and setting the galaxy name and picture. Additionally, he has a number of abilities that are shared with the ministers. They can all update the overview and welcome messages, set the level of galaxy status access of planets and set the galaxy IRC channel and key.
