Planetarion alliances have a strong hierarchical structure. Since round 1 this already started and has only expanded from Ex's, CEO's, HC's, HBC and HDC's, BC's, DC's and more different kind of officers. Though at head of the alliance there is eitherway a dictator or a group of regulators also known as HC's.
Often it is discussed what is better because a dictator may make mistakes but a group of HC's may prevend fast actions.
