Although i agree with you on the point of Terrans being much underrated, I have a few points to pick at the 'strategy' you have mentioned.

Early on you can go for mass-Harpies and pods for simple roids against in-cluster/parallel targets. Previously Terrans have been weak roiding without FR/DE, meaning they loose some ground early on. Now that C/P have been brought back that disadvantage is virtually lifted, and you can rack up a nice roid total while teching up to FR.

As far as FR go, [b]never[/b] touch Drakes. Their only use is as EMP flak, and even this isnt enough to make them more effective than the firepower of Chims/Centaurs (the Drakes weapons are much less powerful than the Chimera, for a higher price). For those with crystal to sink, Centaurs are rather useful anti-xan tools, shooting CO pods as T1 and travelling at CO ETAs (again, cluster and parallel bonus). Chimeras T3 All will really help later in the game, and they are well worth considering as a metal sink and as a solid support ship for your own attacks, and possibly in low-eta def (ETA8 Chims Vs CR pods = death :).

Pegasi and Demeters will of course form the core of your roiding after the 2nd week of the round or so. Make sure you grab alot of C roids to support them, but this shouldn't be a problem as your main targets will be Cathaar and Xand. Chimeras and Harpies will help clear your path early on, before Wyverns kick in around week 4 and shoot down any annoying Zik DE or Terran core fleets, allowing you to effectively target those races too. Syrens are worth considering as a deterrant to attackers and for c/p/gal defense, as they shoot down the 3 most common pod classes quite well and dont get targeted too much in return. Dragons/Wyvern fleets may also help keep Cathaar off your back, as they lack any decent anti-BS capabilities.

Overall, Terrans are much overlooked and highly underestimated. If you know what you're doing with them, you'll be doing well in round 9.

Pegasi aren't as superior over Centaur as everyone think. For a start, Pegasi have to shoot FI before CO, and alot of anti-DE def will be CO based (Roach, Gryphon). Centaurs target CO first, and arent targeted by many anti-DE ships in return. On larger targets you could combine your FR and DE fleets to good effect.

Not to mention people often overlook the ETA of the Centaur (same as CO class). This is very useful for incluser/para/gal anti-Xand def as they target the Arrows and Vultures first and dont receive many hits back in return due to being FR class.

Roiding Terrans with FI/CO is not about whether you can get some pods through to the roids. Nor it's about whether you can eliminate all Pegasi before they shoot. You can't as Chimeras stand in Pulsars' way.

It's all about how much damage you are willing to sustain for the goods - ever so often the price tag on Terran roids is sky high.
