Late signups were a feature introduced in Round 26 whereby galaxies could give a code to 2 specific people enabling them to sign up a new planet directly into that galaxy. The feature only becomes available at tick 336 and only planets in protection can make use of it.
Since then, the number of people that can late join has been reduced to 1 for random galaxies, while private galaxies can only get late joiners if they contain fewer than 8 planets.
Late signing up plays a big part in the building of core galaxies.
