Having op, or ops, in a channel means that you're allowed to set channel modes, kick users from the channel and invite users to the channel.

To get ops you must either create the channel by being first to join it, be given ops by someone who's already got it (including channel services) or, if you're in an unregistered channel with no ops, talk to an oper in #feds about being opped.
