Distorter-whoring

This is a tactic, utilised rarely but sometimes with success, by a number of planets throughout Planetarion history. It involves the construction of large numbers of dists to the exclusion of virtually all other structures in order to prevent anyone from being able to scan you and discover your fleet make-up or be able to successfully scan you to check for defence if they are attacking you.
